If the computer isn't drawing any power the power supply won't get warm.

Odds are the computer isn't drawing power.  It's possible the power supply is 
putting out 8V (it's supposed to be 7.5 but 8 is okay) but not able to power 
the computer but it's less likely that is the problem vs the computer having 
trouble.

To figure it out you need to either monitor the power supply voltage when 
plugging in the computer or put a dummy load on the supply and check the 
voltage.

I don't know the PB 1XX series well enough to tell you where to go from here.
