Check the fuse.  Somewhere near the power input is a surface-mount
fuse, F1, orangeish-beighish or some such.  If this is blown, the unit
can only take power from the battery (so cannot charge the battery,
either).

It's an easy repair, but I forget where to buy the fuse (I think I
used to get them at the campus repair center at Iowa State).
