I got a 145b from my dad, who got it from some guy at his church, who probably had it sitting on a shelf for 10 years. Initially, I had the same problem you are. I think what finally got it going for me was pressing one or both of the small buttons (I think it was the one with the diagram of a little v in a circle, not the triangle) by the power button WHILE pressing the power button, and alternating with resetting the PRAM. It seemed like it had gotten to the point where it just forgot how to boot up, and had to be reminded. After getting that first startup chime, things got easier, but I do remember that I had to employ my trick 5-10 times before it started to just start up on its own. Once I got it running, I let it run off the wall power (battery is completely dead) for an hour or so. Since then it starts up first time, every time.
