Classilla is PPC-only, so it'll only be good if your Performa is one of the later PPC versions. It still might be too slow for most Performas.

If it's a 68k Perfoma, I found browsing to be best with a combination of the last 68k version of iCab and good ol' Netscape 4, both set with Javascript and stylesheets disabled. iCab is a nicer interface (tabs!) and probably a little more compatible, but Netscape 4 ran a lot better. Worth a shot anyway!
