I'd second the netscape 4 recommendation, if you have enough memory. I used it a bit with my Performa 6100/66 before the hard drive on the poor thing went AWOL. It works okay, but a lot of login sites don't like it (if I recall correctly) because of bad security certificates, and presumably javascript as you mention. iCab was also pretty nice. tabs are really great, but you can do without them. using enough windows to really need tabs will probably keep your system from being responsive anyway.
