Most of the heat in a computer comes from the working components, not the
PSU itself. Even an old PSU is typically 70% efficient in the range that
matters. The situations where the PSU makes the most heat are the same as
when the rest of the machine makes the most heat.

As long as the fan doesn't shut down entirely at room temperature (easy to
test for), you should be fine. Even a gentle flow of air is many times
better than pure convection, if it hasn't been designed specifically for
convection.
