At boot, you should get a start-up chord or bong, then the gray screen, then the mouse cursor should appear, in the upper left corner, then, if no disk drive is attached, a floppy icon in the center of the screen with a question mark in its center.
Are you getting all of that except the disk icon? Knowing where it fails to proceed gives some indication of the possible problems.
