Forgot to mention.... If you're not getting to the question mark phase of the boot process, then new hard drives are not going to solve the problem, as the Macintosh is never reaching the point at which it looks for a hard drive. Unless.... The computer is hanging while checking the SCSI bus, and adding a replacement hard drive somehow solves whatever problem the SCSI bus currently has.
