Hi,
I took your suggestion to heart and though I’ve emailed Apple Accessibility 
about this issue before I just did so again citing current device and iOS 
version number.  Here’s hoping others will join in as well.

It’s no problem to move an app into the row above the dock. The problem is with 
moving apps out of the row above the dock. Some apps can be moved, but most 
can’t and if they can’t be moved the normal way I hve not yet discovered a 
work-around which does let me move them except to move other apps into the last 
row until the app I want to move gets bumped to the next page or something like 
that where it is then usually up in the first row. Of course then you might end 
up with other apps in the last row you don’t want there and the entire thing is 
just ridiculous and Apple simply needs to fix this. I really think everybody on 
this list should flood them with messages, maybe if they receive 500 messages 
about this in a week they’ll finally get this done. We’ve had so many updates, 
large and small, and I am running iOS 8.2 which now is in Beta 4 and it still 
isn’t fixed yet, either.

After reading the thread on this the other day, I decided to try and move an 
app to the row above the doc. At first, I was unsuccessful, but kept on trying 
different solutions. What seemed to work is to move the app to the row above 
and then move it down to the row above the doc. This worked for me and maybe it 
will work for others.

moving/editing mode. If I then press the home key, it will take it back out of 
that mode and double tapping any app whether it’s in the bottom row or not will

    What I figured out is a combination of what Sieghard was saying and the 
fact that it worked for me for a while but couldn’t figure out what I had done. 

     

    If you double tap and hold on an app above the bottom row and then hit the 
home button, you can double tap on an app in the bottom row and it will offer 
to delete it. Say no, press the home button once and double tap the app in the 
bottom row again and you can move it anywhere you want.

     

    I don’t call this solving a problem but it’s a work around until they 
decide to fix it.
