Hello. I am using a 4S with the latest firmware, and I have experienced this 
problem twice. Both times, I tried turning sounds off, then back on, and the 
voiceover sounds were still gone. The first one was corrected with a reboot. 
The next time it happened, I tried turning voiceover off and back on, and that 
worked.
