Just to make sure, these ringtones have been converted to M4R format? If so, after adding them to your tones library via the automatically add to iTunes folder, you have to connect your phone, go to the device area by activating the iPhone button in iTunes and then find "Tones" in the treeview which is a couple of tabs over. Once there, tab again and make sure the checkbox to check ringtones is checked and that you either selected the radio button to sync all tones or you selected to sync selected tones. If you want to sync only selected tones you also have to check the tones you want to sync in the listview of all your tones.
