I'll give this a try this weekend, but I did restore my phone when I upgraded to IOS 9. I'm also running IOS 9.1, and I participated in the IOS 9.1 beta since I didn't figure I had anything to lose. I'm not optimistic this will solve the problem, but I'll give it a try.

battery drain issues. Apple needs to be reminded about bugs which persist, but 
I don't think it's justified to totally bash them for putting out a real crappy 
version of iOS since especially 9.1 is far from crappy.
