I completely understand your pessimism on this process, in fact, I shared it 
but, I can testify that it works.  

The odds of things kind of going hay-wire are greatly increased if you 
downgraded or switched to a public release on a device that was used in a beta, 
without using the method I posted.

Remember, the key here is to set the device up, complete with activation, as a 
new device.  Just so you know, since you intend to eventually restore your 
device from a backup, when setting up the phone as a new device, you can skip 
many of the setup steps such as entering WiFi passwords, setting up iCloud, 
etc.  All of these items will be restored upon restoration from the backup.  
The only thing you want to do is to receive an incoming call on the newly 
restored phone, with a headset attached, in order to verify that the problem 
has been resolved.  

Now, let me add one more ingredient to the troubleshooting soup, as it were 
(smile).  

While highly unlikely, it is possible that you downloaded a corrupted version 
of iOS 9.1.  I know Apple loves to claim that such things don't happen but, 
take it from me, they do, albeit rarely.  Therefore, as a last resort, should 
the steps I posted do not resolve your issue, then you will want to repeat the 
process only first have iTunes re-download a fresh copy of the .IPSW file, 
before installing.  

Before I performed the steps previously posted, I chose to force iTunes to 
download a fresh copy of the .IPSW file, before I began.  I like to always plan 
for the worse-case scenario (smile).

In order to force iTunes to download a fresh copy of the .IPSW file, all you 
need do is to delete the current copy from your computer, before launching 
iTunes.

The location of the file differs between the Mac and Windows so you can Google 
the file location or, if you are using Windows, let me know and I'll look up 
the exact folder location for you.

I'll give this a try this weekend, but I did restore my phone when I upgraded 
to IOS 9. I'm also running IOS 9.1, and I participated in the IOS 9.1 beta 
since I didn't figure I had anything to lose. I'm not optimistic this will 
solve the problem, but I'll give it a try.
