Well, virtually every review and announcement I read talk about
restrictions placed on Cortana by Apple. I've already posted links and
quotes from some of those articles. Another is at

Where it says the following:
For example, on the iOS platform, a user can not open the Cortana app
using just voice-based commands due to certain developer restrictions
that do not allow full integration into iOS. On the other hand, Android
users will have an edge over iOS users owing to Microsoft's partnership
with Cyanogen that will have essentially all of the abilities Windows
Phone users have over Cortana, including launching it without opening up
the app.
I haven't seen a side by side comparison between these three options yet
to know what's possible and what isn't in each. It just seems to me that
without this information, people are jumping to conclusions about what
the available features are of each system on each platform.

Also, the personal assistant from Google is not Google Voice. Google Voice is a

You can do voice searches and configure the app to respond to "OK google", of course the app has to be open and in the foreground
for this to work. You can also activate the voice search button manually and if you ask something like "Who was the 23rd president of
the United States", "What is the population of China" or whatever is supported, you will get spoken replies as you do with
SIRI. For many questions about popular culture Google Search gives much better answers than SIRI and often where SIRI may say "I found
this on the web about..." Google Voice will come up with a spoken answer. Of course it does not allow you to control your iPhone as in
"Set my alarm for 6 am" or "Text John, I'll be there in 10 minutes" etc.
