EPUB is a far better format to work with from a developer and user point,
especially when it comes to accessibility---it builds on web technologies:
HTML, CSS, JavaScript, ARIA). PDF accessibility outside of Windows Adobe
Acrobat/Reader and NVDA is is impossible (true accessible structured tags).
