You are right, I hadn't thought about that. I guess somebody who didn't have a 
TV and wanted to use a Bluetooth device all the time would have to get sighted 
help to set up the Apple TV initially and connect the Bluetooth device, after 
that it would probably be fine.

There's good news and bad news regarding exclusively using a blue tooth device 
with an Apple TV.  The good news is you can do it, and if you want you can also 
pair a blue tooth keyboard.  The bad news is you'll need some way to hear 
VoiceOver to set up the Apple TV, and this means using the HDMI cable connected 
to something.  I've had my 4 gen Apple TV since around Christmas, and it's 
great!
