Hi Ron and all,

Go into Settings/Wallet & Apple Pay and make sure "double-click Home button" is 
on. Regardless of whether VoiceOver is on or not pressing Home twice when the 
phone is locked will then get it ready for a transaction. Pressing Home twice 
brings up the app switcher only if the phone is unlocked. I believe you 
double-click and then leave your finger on the Home button.

In some cases, you may not have to double-click Home; touching the Home button 
may be enough.
