If you ever need to tap a button with Voiceover off, find the button and put your finger over it so you are just not touching the screen. Now triple click the home button to turn Voiceover off by triple clicking the home button with the other hand. Once Voiceover is off tap the screen where you are hovering with your finger and hope you hit the button in question. I find that it helps when my phone is on a solid surface like a table.
