That is how I ordered my Anker external battery yesterday, I added it to the cart, then checked out and I was able to select a different shipping address, edit my own and select it again (since I had changed it to a friend's address I had listed to try it). Maybe the only difference I can think of is that I am running iOS 10 Beta although quite a few others said they can change the shipping address and I'm sure not everybody is running the iOS 10 public beta.
