Hi Mary, Are you doing this from the device that you want to register? Unfortunately there isn't much I can tell you other than that it has to be done from the device you want to register, you go to beta.apple.com and follow the links and steps required. Are you using a Bluetooth keyboard or do you use the on-screen keyboard, make sure if you use a Bluetooth keyboard that you don't have caps lock on when you enter your password. I know these is basic advice which as an experienced user you probably know and have checked, but unless there was some sort of issue with the Apple servers this is all I can think of. You are correct, by the way, the iPad 2 is not going to get iOS 10 any more and as far as I know of all Lightning devices the iPod Touch fifth gen for some reason also will not be compatible any more, the only iPod that can run iOS 10 is the sixth generation iPod Touch.
