Just to confirm, does your phone state that it is connected to WiFI in the status bar at the top of the screen after resetting network settings? Are you able to launch and browse the Internet with Safari? You might want to try disabling cellular data and seeing if you could do the update this way. That way you are sure that WiFi is connected. You can turn off cellular data in settings/cellular. If you still receive the same message, you will have to reset the phone as new again to get it to update to iOS10.1.
