Did you try a Reset Network Settings first, this often will fix battery issues and it leaves all your apps and settings alone, all you have to do is sign back in to your WiFi.

The problem occurred at home with a good connexion to our network. I find it interesting that turning VoiceOver off cures the problem, so the internet connexion couldn’t be the issue.
