I've done plenty of searches, and even browsed microsofts website. They mention no built-in screen reader for Windows Phone 8 whatsoever. They do mention Narator for Windows RT, which is probably what you were thinking of. If Windows Phone 8 does have this so-called Navigator, it's the first time I've heard of it, so it was my mistake. Press and hold the volume up and home buttons at the same time and you will start navigator. Navigator is starting to feel a lot like VoiceOver, will have to wait and see how it works on a touch screen, but on the computer it is a lot like VO.
