It will not mess up any settings.
That is the "hard reset."  I don't think it is recommended to do often, but 
when powering off the phone and turning it back on doesn't work, I find this 
usually sorts things out.

    Hi Richard, pressing the home and power off button together is to 
reboot?  Will this mess up any settings within the phone?  I think that this

I know this is the often suggested trouble shooting step, but have you 
rebooted your phone by holding down the power and home buttons together for 
about 6 or 8 seconds?
If you have earphones in, you will hear a click as it loses connection.
Then it can take a couple of minutes before it comes back to life.

And, as always, clear out the app switcher first.
