I have seen the same when playing YouTube videos on my iPhone 7 running iOS 10.2.1. With phone calls though, I usually lock my phone after a few minutes and am able to access what I think is the correct time from the lock screen. I have not seent eh stopping of time during the call when the phone is not locked.
