I have closed apps in the app switcher on several occasions now, after 
upgrading,  and have not experienced this behavior. I am using an iPhone 6.

restart.

I have experienced this behavior on my iPhone 7.

Haven't updated my iPad pro yet.

So in short I'm not sure if it's by design or a bug as pointed out by the blog 
post.
