I assume that means the same as uninstalling ICloud or is there another
place I should look to uninstall the ICloud control panel, and if so, how do
I reinstall it?

Ultimate 64-bit computer with no problems.
Now please keep in mind that this particular PC only has Zoomtext. So, it's
quite possible that the iCloud Control Panel is not Jaws accessible.
On the other hand, if you have confirmed that the Control Panel is
unresponsive, it may be that you need to completely uninstall the Control
Panel and then reinstall it. I had to do this a while ago, if memory
serves.
Without getting too Windows 7 specific, there was a Windows 7 64-bit update
bug, introduced around the middle of this past December, that caused various
control panel problems. This may be the source of your issue. Regardless,
I suggest that you uninstall the iCloud Control Panel, reboot the PC, then
reinstall.

Regardless, it sounds to me as though you first need to delete your
current setup profile and start from scratch.
As an F.Y.I., one of the easiest setup configurations is to use the iCloud

I set up my ICloud E-mail on my Windows computer, but it will not let me
change the pop3 field to Imap.
It allowed me to enter all of the data correctly, but in the area that
says this is a pop3 server, I cannot change pop3 to imap, even though the
next field has the imap information entered.
I am using Windows 7 and I'm wondering if that isn't the problem.
