The cellular means you can use it for GPS or internet access when not on WiFi. Is there a reason not to simply get an iPhone? The interface is the same, you have a smaller screen area so the dexterity would be less of an issue, and you can do everything including make phone calls. The iPad Mini 4 is a good suggestion if you decide on an iPad. If you go with cellular, you will still be paying for a data plan. Of course, you can use Skype or FaceTime to make calls to other Skype or FaceTime users.
