What you describe works just fine and that is usually how I add apps to a folder, however, if you wanted to move the app into a folder with other apps and drop it in a certain place say before or after another app in the folder then you can open the folder first, find the app where you want the new app to go and then swipe down and select to drop before or after said app. You can of course simply add the app to a folder and I f you want it in a certain place inside the folder open the folder afterwards, start editing again, select to drag the app and drop it where you want. Opening the folder first and putting it exactly where you want saves you that extra step.
