Wow!  That is so much easier.  I’m using my new SE, with the latest IOS update. 
 There are some apps on this phone that were not on my 5S, and because I don’t 
know if I’ll ever use them, I want to move them into a folder to clean up my 
screen a bit.

If you still do the double tap and hold followed by dragging the app  you are 
doing it the hard way. I assume you are at least on iOS 9 or 10, not actually 
sure any more when the easy was introduced, but all you have to do when you are 
on an app you want to move is to swipe down or up with one finger where 
Voiceover says “Editing Mode”, then double tap, Voiceover says “started 
editing”. This basically replaces the double tap and hold.

Next swipe down twice to “drag” followed by the name of the app you want to 
move and double tap.

Now go to where you want to put the app whether it’s in a different position on 
the home screen, a different home screen or a folder. Put focus on the folder 
or another app and swipe down again, you now have the following options:

 

Drop AppName before AppName (or FolderName) (the first AppName is the app you 
are dragging, the second is the app or folder you are on.

Swipe down again and you have Drop AppName after whatever app or folder you are 
on

Swipe down again and if you put focus on a folder you hear “Drop AppName in 
whatever folder you are on.

Whichever option you want to do, drop before, drop after or drop in a folder, 
just double tap when you get there and that’s it.
