I think you're right.  I went into the settings, and I turned off face id for 
the iTunes-app store, and I tried turning it back on, and now the phone won't 
let me turn it back on, because sometimes turning a feature off and then back 
on helps, but not this time.  I also noticed I had turned on use face id to 
open my Outlook inbox, and that is not working either!  I've also noticed I for 
the first time have to hold my phone very close to my face to unlock my phone, 
and I didn't used to have to do that.  Ok, here I go calling Apple 
Accessibility, and I'm sure they will help me with this, and they will have a 
logical reason is to why this is happening.  I will report back.
