Which version of iOS are you running? I like to have the phone lying on a hard surface, like my desk.
I just tried this with Voice Memos running iOS 12.4 and it works perfectly fine. Perhaps you need to call Apple Accessibility and have them do a screen share so they can see what is happening. I cannot think of any reason that app is not working with this method. Also, make sure your app switcher is empty and maybe even reboot the phone. Something sounds off.
