Hello All, And just to add to this, it seems all of you have the "Speak Hints" turned on because I don't and it says "Editing Apps" when I double tap and hold and the tri-tone plays, after that is says nothing which is why I was a bit confused at first. Then I turned on Speak Hints and yes, it does say Double Tap to Delete when you are in editing mode and double tap to open when you are not. As David pointed out, for me too it says Double Tap to Delete on the first item as long as I have already done the double tap and hold.
As far as I am concerned they can make it say "Double tap to kill or Double tap to zap this app; I don't consider this a bug of any kind since it does exactly what it is supposed to do and since I typically don't have Speak Hints turned on I'll never hear what it says anyways. Both of my iPhones say double-tap to delete even on the first item in the app switcher when hints is on. Double-tap to open is announced when not in editing mode.
