Voice control is not Siri. It is completely independent of Siri. If Voice Control is on, without pressing any buttons or saying Hey Siri, if you say "Reboot Device" it should bring up an option asking if you are sure you want to restart. If VoiceOver is silent, the restart button is in the center of the screen, maybe an inch in from the side on my SE. The cancel button is to the left in the middle. It works flawlessly for me.
