I would check your iOS version. If you did a complete reset of your iPhone it 
would have updated you to iOS 13.1.3. But I think an iCloud backup made under 
iOS 11 should still be there, but you probably want to call Apple Accessibility 
at this point.
Anyways, first go to Settings > General > About and see what your iOS version 
is.
