Thee aps may not be compatible with Voiceover, which is odd, as they are made by Apple, which also makes Voiceover. Call Apple Accessibility at (800) 204-3930. I downloaded Audible, Kindle, Playgrounds, and a few others from the app store. All apps which I download do work. It is just most of the built-in apps which refuse to download and open. This sounds like something is up with your internet connection. Or, there is an issue with the wifi antenna in the iPad. I don't remember where you live if you can call Apple Accessibility and have them do a diagnostic.
