inconvenient and expensive Safari to the Apple store.
 
Area code 800 in the USA/Canada is for toll-free numbers. however, they usually 
do not work from other countries. There is an 800-country code, presumably for 
toll-free numbers which work from several countries or worldwide. I do not know 
of any such numbers.
 
The staff in the tuck shop in my former apartment building in Scarborough in 
the east of Toronto used to try teaching me Swahili, their native language.

Thanks for your suggestion but I live in South Africa and phone calls from SA 
are very expensive. I shall have to plan to get to the instore where I 
purchased the iPad. I used to be a huge apple supporter but this time I am very 
disappointed because none of the suggestions on the apple support site solved 
the problem.

Some web sites query your browser, will treat your iPad Mini as using Safari 
like it or not. Thee aps may not be compatible with Voiceover, which is odd, as 
they are made by Apple, which also makes Voiceover. Call Apple Accessibility at 
(800) 204-3930. They know their products and have them available to see if they 
can duplicate your problem.

Yes, this is the strange side. I downloaded Audible, Kindle, Playgrounds, and a 
few others from the app store. All apps which I download do work. It is just 
most of the built-in apps which refuse to download and open.

Are you sure your wifi connection is good? 
This sounds like something is up with your internet connection.
Or, there is an issue with the wifi antenna in the iPad.
I don't remember where you live if you can call Apple Accessibility and have 
them do a diagnostic.

I am not sure if I asked this previously. After setting up a new iPad mini 5
only a few apps open. When highlighting some apps voiceover says "loading" and
some say "waiting" but when I double tap, I get the message that I must try
later. I am not near the instore where I purchased the mini so I hope someone
can suggest a solution. I did a reset, I signed out with my apple ID, I
tried to setup connecting to a pc but none of these solves the problem.
