In simple terms the sim card is the connection between the physical device the phone and the providers network The sim card number is what tells the network provider which sim is associated with which account within their system.

However, the new SIM cards are much faster, so Apple recommends getting a new SIM card with the new phone. I was told by an Apple staff person that I could set up the new phone with the old SE SIM, but should then get a new SIM card as the performance will be much better. And, the new SE is a Dual SIM phone; as in one physical SIM and one eSIM just like the 11 and xs/xr phones if your carrier supports the eSIM.
