It's not clear to me if this is an issue with
the Youtube app or IOS 13.7. The fact that it
stopped working when upgrading to IOS 13.7 is a
good clue, but that doesn't mean that this
upgrade didn't just expose something Google was
doing wrong in the Youtube app. I'd start by
reporting this to Google, which I just did, but
I'd encourage others to do it as well.
Note that this doesn't seem to be just because
this is a Google app or that there's some feud
going on between Apple and Google, since the
youtube Music app works just fine with Siri.
