Hi, One thing you can try is pressing vO+CMD+F8. This brings up the VoiceOver tutorial. Press Escape when the recorded voice starts explaining about the tutorial, and VoiceOver should start up.
I don't know why this is happening, but I occasionally have the same problem, so I hope someone has a clue.
