Did they just mute their phone or did they go into VoiceOver Audio settings?

If they went into the VO audio settings and don't remember what they did, 
perhaps using the search field at the top of the settings window for something 
like home screen sound, or something along those lines.

I am working with a client who has turned off the sound that your iPhone makes 
when you slide up from the bottom or down from the top of the screen. Does 
anybody know what that sound is called and how do you turn it back on?
I've never had this problem before. Mine has always worked and I never wanted 
to turn it off!
