No, just as with Touch Id you still have to set a passcode as well because you need a fall back option if for some reason Face Id or Touch Id don't work and also for those cases when you have to enter your passcode like after restarting your phone or when you go to Settings > Face Id and Passcode, in order to get into that setting you first have to enter your passcode.
