Hello Allen: The best thing I would suggest you do if you’re still having trouble with the set up is to get iTunes running on either the Mac or a PC. Make sure you are running the latest iTunes software version. Another words check for updates before you connect your iPhone 13. then plug your iPhone 13 in. Reboot using the volume up volume down side button hold the side button until you hear your iPhone connect. Then you should be able to continue the update and it will work. What I found is the iPhone 15 software is too big and needs to be using the iPhone iTunes program to do the old update method as we used to do a long time ago. This method is still used when you were having trouble with an over the Air app update.

The update probably has to finish before it will let you do squat. I've given feedback to Apple before about the 30 second (explitive) but it will take a lot more feedback to get them to change that I guess. Perhaps we all need to put it to them as an accessibility issue and have new phones switch to never, or 5 minutes as sooon as VoiceOver is turned on. Good luck.
