IMHO, that depends on how unhappy you are with your iPhone X. You can get an iPhone 13 now, but you'll need to wait eight months to get an iPhone 14. Are you willing to lose that 8 months you could be using an iPhone 13 to wait for an iPhone 14 where we only have rumors on what it's going to have for new features? I can't answer that for anyone else but myself.
For me personally, if you're unhappy with the phone you have then I would never wait. My wife, who's sighted, moved up from an iPhone 8 to an iPhone 12 this past summer. Sure she could have waited a couple of months to see what the iPhone 13 had to offer, but that was another couple of months she'd have to put up with a phone she wasn't happy with. Sure, she could have saved a few dollars by waiting or gotten a phone with another year of updates, but IMHO, there's just not enough of a delta from one phone to the next to justify waiting if it means holding on to a phone you're not happy with. On the other hand, if I had an iPhone X then I wouldn't be rushing out to get an iPhone 13 right now, but I tend to hold on to my phones until they stop receiving updates or I just get frustrated with their performance as compared to the latest and greatest.
