For me Touch Id was always much less reliable than Face Id, but then again I live in northern British Columbia where first of all you have to wear gloves for at least 5 months out of the year and I also do stuff with my hands, gardening in the summer and woodworking more or less often year-round and when my fingers are full of scratches and cuts or covered in glue Touch Id is just not a good option whereas Face Id seems to be at least 95% or more reliable for me.

As Richard said, the iPhone 11 is mostly the same as the SE 2020 inside, it has I believe a slightly better camera and no home button, but apart from that and its larger size it would be similar in performance. Usually at this stage with only less than 2 months to go until the new iPhones are released I highly recommend people don't buy new phones unless they lost their phone or it was stolen or totally broke and they need a new phone immediately.
