I've had a similar problem except in the opposite way. That my bard app access is fine but I can't sign in to bard on my laptop. And yes, I too am using the same credentials. I haven't found a ssolution because when I try to change the password I get a message that says my email isn't associated with any account. That indicates to me that the problem is within bard, but I have no clue what that issue might be.
Anyway, I guess that isn't helpful except to say that isn't just you.
