There are two ways to call emergency services with the side button and both of
these methods can be disabled in Settings > Emergency SOS:

1. Call with Hold, the explanation reads:
Press and hold the side button and either volume button to make an emergency
call. In certain regions you may need to specify an emergency service to dial.
Auto call requires a SIM card.
If you swipe right you then have the "Call with Hold" button which will either
say On or Off and you can double tap on it to toggle it.
If you swipe right again there is a further explanation:
If you press and hold the side button and volume buttons the emergency SOS
slider appears. If you continue to hold them a countdown begins and an alert
sounds. When the countdown ends iPhone calls emergency services.

2. Call with 5 presses
Rapidly pressing the side button 5 times starts a countdown and sounds an
alert. When the countdown ends iPhone calls emergency services.

I personally have the press and hold option turned on since it is very
difficult to accidently press and hold either volume up or volume down along
with the side button. Taking a screenshot requires you to also press volume up
and the side button, but you simply press and release and I have never even
come close to triggering the emergency SOS. Also, keep in mind that as long as
you don't panic you can still cancel the emergency call, I believe the
countdown lasts 5 minutes and there is a cancel button which allows you to stop
it before the call.

Pressing the side button 5 times can be a bit easier to do accidently since
most people set up the side button to turn Voiceover on or off with a triple
press. If somebody maybe has some motor difficulties I could see how they may
press the button 5 times instead of 3 times.

As for using the side button by itself to invoke SIRI is not a problem and
there is no way you can call emergency services this way.
In the same way there really is no way you can make an emergency call if you
press the buttons to power off your phone because you press them in sequence
and not together: first press and release volume up, then press and release
volume down and then press and hold the side button for just a moment until
Voiceover says "Power off button".
There used to be a button on that same screen which allowed you to also call
Emergency Services, but it's been removed in a recent iOS update and now all
you have on that screen is Power Off, a button with a funny Voiceover label
which says something about "Location fill radio waves left and right" and it
has to do with whether your iPhone can be found with Find My after it has been
powered off and lastly there is a cancel button.
If you are still worried you can always bring up the Power Off menu by going to
Settings > General > Shutdown, it does the same thing as pressing volume up,
volume down and the side button.

You have to press the side button 5 times quickly in order to bring up
emergency calling.

This is helpful. I have always been afraid of messing
with the side buttons, am afraid I will call 911, is there a way to deactivate
the side buttons for emergency calls?

When I turn on my Asus Zenbook laptop I have absolutely no feedback until the
Windows startup sound plays which is almost simultaneous to when Jaws starts
speaking and it takes about 10 seconds from when I press the power button. The
power button is just like any other button on the keyboard so once again, you
press it and assume the laptop turns on which of course it does and then you
get the startup sound and Jaws starts to speak at the logon screen.
Now, here my iPhone 11: I press the side button (power button) and hold it for
a 4 count and then let go. Then just as with my laptop I wait about 12 or 15
seconds (probably depends a bit on your phone) and then I hear a little jingle
and Voiceover comes up and I am asked to enter my PIN.
The difference: really none and not a process where you can do anything wrong.
When I want to power off my iPhone I press volume up, volume down and then I
press and hold the side button for just a second or so and Voiceover will say
"Power Off button", I double tap on it and the phone shuts down. Once again I
don't find there really is any margin for error, but if you really want to know
when the phone has powered off completely (it takes about 10 seconds) just plug
in a headset when you do this and a few seconds after you double tap on power
off you will hear a distinctive little click sound in your headset and this
means the phone is now fully off. If you are turning your phone off to reboot
it, you can simply count to 20 after you tap on power off before you press and
hold the side button for 4 seconds to power it up again.

I wish we could also have the privative yet effective vibration alert that the
phone is booting up. Kind of like when your device connects to AC power, but
some sort of verification that the device is coming online. I think it's cool
they have this feature, I wish it had been more universally designed. Oh well,
I've lived without it before, I can continue to do so. LOL
