Themessage that face recognition is not available tells me there may be an internet connectivity issue.
Try turning wi-fi from, then on again and let it reconnect.
So long as you are doing the head movements correctly, it should work.
Maybe even try it with your eyes closed? Doing it with VoiceOer on is the best because you get feedbac and it turns off require attention.

I bought a 16 pro at the end of October and never got the hang of facial recognition. So about a week  ago I decided I would figure out what was wrong. I   had Apple Accessibility help me set it up and we couldn’t get it to work, even with my sighted wife’s help. They then sent me to a local Best Buy because the closest Apple Store is 160 miles south of here. Still no success and all the diagnosis and reset as new indicated the phone was fine. After calling Apple Accessibility again they sent me a new phone. We got the new phone this morning.

 

We set it all up again, updated the software to 18.1.1. It still won’t complete the facial recognition. The error message is facial recognition is not available at this time. Try again later. It will recognize my wife’s face, but will not recognize mine with or without voiceover on, with or without attention on. So that is a long way of asking is it because my eyes are abnormal it won’t work? I have one artificial eye and one scarred and clouded over. My wife says when she watches the process the camera appears to be trying to focus. She says my picture in the square gets blurry then clears like it is trying to focus on something even though I’m right in the middle of the square.

 

I had a SE before. I know that a lot of people are using facial recognition. So what is the big secret?
