The Alarm volume is set in the Clock setting when you first setup your Alarm and as far as I know you can't change it with the volume buttons at least not permanently.

I didn't have any trouble hearing VO, but like I said, it was hard hearing the alarms. I'm not exactly sure what I did to fix it, but I assume I brought up some music or an alarm and then used the volume buttons to make sure it was loud enough.
