By default, the file won't actually be on your iPhone, you'll need a data connection to retrieve it when you want to pull it up. DropBox has a feature though, I think you do it by marking a file as a favorite, where the file will be downloaded and kept on your iPhone, so you'll be able to access it even if you're without a data connection.
